Does Starvation Diet Always Indicate Anorexia?

Does a starvation diet always indicate anorexia?

My 15 year old daughter has lost almost 15 pounds over the past 2 months. She basically refuses to eat anything. She is 5'3" and currently weighs 115 lbs. She is determined to be 110 lbs.

Is it realistic to think that she is just trying to lose weight, or is this more likely an anorexia situation?

Is it too late for regular therapy or is out patient treatment more realistic to help?
